Isaiah 53:7 (CSB) 7 He was oppressed and afflicted, yet he did not open his mouth. Like a lamb led to the slaughter and like a sheep silent before her shearers, he did not open his mouth.
This is the verse that Philip overheard the Eunuch reading.
Acts 8:32,33 (CSB)
32 Now the Scripture passage he was reading was this: He was led like a sheep to the slaughter, and as a lamb is silent before its shearer, so he does not open his mouth. 33 In his humiliation justice was denied him. Who will describe his generation? For his life is taken from the earth.
It was true. Jesus was quiet before his accusers and did not open his mouth.
Matthew 26:63 (CSB)
But Jesus kept silent. The high priest said to him, "I charge you under oath by the living God: Tell us if you are the Messiah, the Son of God."

12 While he was being accused by the chief priests and elders, he didn't answer. 13 Then Pilate said to him, "Don't you hear how much they are testifying against you? " 14 But he didn't answer him on even one charge, so that the governor was quite amazed.
Philip began to explain all this to the Eunuch. He was able to explain the good news of Jesus' death, burial, and resurrection to the Eunuch and the Eunuch was open to receive Jesus as His savior. Why? The Holy Spirit was working on the Eunuch. I imagine the Eunuch reading this passage over and over until he finally read it out loud at the exact moment Philip arrived. Philip also accurately handled the Word of God by presenting Jesus as the man who was quiet before His accusers. And He also used the rest of the scriptures to explain it to the Eunuch. Jesus also used the scriptures to explain Himself to the two disciples traveling to Emmaus (Luke 24:13-32). The Creation museum by Cincinnati Ohio starts with Genesis to explain the Gospel because they want to establish that through the one door of Jesus people find salvation (https://answersingenesis.org/gospel/evangelism/why-ark-encounter-and-creation-museum-exist/).
